ok i have figured out what the problem was. Turns out the subdivisions, under sampling for all my lights had been animated (don't know how that happened), but after correcting it, i am no longer having the time increase issue. thanks aslanygh it was ur comment that got me to check my vray lights, and thanks to subburb for taking time on 31st december to help me out. However, does this mean i cannot have animated light intensities in my scenes?

That is weird. I had no time to check your scene, and thank to aslanygh for helping.
are you using Vray 3 ? it may be a probabilistic light algoritm problem with the intensity change of lights..
